[Fredslist] Affordable housing

Hi
 
I have a friend who needs to get into affordable housing with his  family.  
He and his wife have 4 lovely children and they need at least 3  bedrooms.  
Is there someone out there who knows how to transverse the  politics and 
paper work of affordable housing? Someone who could tell me  how to start?   I 
know they would qualify.
