[Fredslist] Horse Drawn Carriage Accident--need help

Hello Along The Network,

 

This past Saturday evening, a hansom cab (horse drawn carriage) hit my
car on West 49th Street.  Fortunately, no one was injured.  When I
attempted to get the driver's insurance information, he simply drove
off; my search for a policeman was fruitless, and we drove home.  Repair
of the car will cost $2,800; I am insured, but there's a $1,000
deductible.

 

I got the license number of the carriage, but cannot seem to find out
what agency in the City regulates the industry.  Does anyone know what
the regulatory agency is?  Any other suggestions would be greatly
appreciated.  

 

By-the-bye, this is the first automobile insurance claim I have had
since 1975, when I was hit from behind while waiting to make a turn!
