[Fredslist] Etiquette question

Hi everybody!
 
My daughter was invited to her friend's bat mitzvah but it seems that it is a joint bat mitzvah/bar mitzvah with her friend's brother. There is one invitation for both of them. Rachel knows the brother but is not his friend.  Do I give the brother a gift as well?  If so, should it be equal to her friend's gift?  Should it be a token $18 chai gift?
 
What does one do in this situation???
