[Fredslist] California unemployment question

I ave a very close friend who’s daughter lives in California.  She was laid off at the beginning of the pandemic.  Now the employer is reopening and the Sate Department of Labor is telling her she must go back to work.  She has suffered with debilitating asthma throughout her life.  Does anyone know an attorney in California she can discuss this with?
