[Fredslist] rent control apartment help

Gotham,
I have a friend who needs help with a rent controlled apartment.  Her Aunt lived there for 30 years. When she passed away she left it in her nephews (my friend's brother) name. My friend wants to live there but her brother is saying they need to pay 18K - 20K for attorney fees to put in his name. Plus they need to pay a $280,000 for the management fee to take over  apartment. Otherwise he is being told he has to sell it.  Since he will not live there he wants to sell it. His sister (my friend) wants to live there.  What can they do and is this information right does anyone know about this type of rent control in NYC? Is it possible for her to take over the apartment?
