[Fredslist] Help with a driver license and speeding ticket issue 17 years old

My daughter went to renew her license and was told that her license was
suspended in January 2017 for a speeding ticket they just found from the
year 2000.  in the DMV system they had her license # but the wrong name
attached to this ticket.

They made her pay $70 to get it reinstated and she was told she has to now
fight that ticket in Saugerties, NY .

Isn't it way past the date?  should she have to pay the $70 if it was their
error?  Does she have to fight a 17 year old ticket?

Any suggestions will be appreciated.
