[Fredslist] Prepay 2018 taxes??? Maybe, maybe not

There is a lot of conversation about this issue. The most recent edict
produced by the IRS is that you need to have received an actual assessment
of your 2018 taxes in order for it to be paid in 2017 for 2018 otherwise it
might not count. Lots of confusion.
