[Fredslist] Manhattan apartment question

Dear Gotham,

 

My client did some renovation in her new coop apartment (purchased from the
sponsor) in Inwood and failed the city inspector's inspection because she
doesn't have:

 

1.	A hardwired smoke detector in each room and the living room.
2.	Window stoppers.
3.	A security chain for the entrance door.

 

Her nephew is living with her, but he's 14.

 

I, myself, have never heard of those requirements.  Have any of you?  (Are
they in a city code somewhere?)
