[Fredslist] graphics question

Hey you Gotham graphics gurus:

Do you know how to convert a screenprint off of a website to a 300 dpi
graphic? (I have permission to do this from the owner of the website).

Is this done using certain software or is this manipulation created when I
make it into a jpeg?
