He served in the Mayor's Office for more than six years as Coordinator of Labor Initiatives where he dealt with labor issues in contracting including all aspects of PLAs. He also worked on strengthening agency response to prevailing wage issues and created new/additional training for all mayoral agency personnel.

> A career civil servant with the title Administrative Project Manager with the DDC, he served as DDC Director of Industry Affairs for over a decade prior to his assignment in the Mayor's Office of Contract services. His earlier city service included two plus years in the old Department of General Services and more than six years with the DEP. During his career in City government he dealt with almost every kind of capital construction project handled by a city/mayoral agency and also worked with utilities, state and federal agencies and foreign governments including China, Japan and Spain.

> A 1979 graduate of the U of Pennsylvania's Wharton School of Business, he served in the US military and as a retail manager in operations areas prior to his joining City government. His military record includes: Army ROTC with a military history award, graduation from the US Army Institute of Administration, more than six years of service on the Adjutant General Staff of the the famed 42nd Infantry Division, numerous years in the Individual Ready Reserve ending with his discharge as a Captain in the Army Reserve.
