[Fredslist] Request for Help

A community group in Nassau County retained me to try and stop a road
improvement project which includes sidewalks and is resulting in all or
most trees along the county roads impacted being removed.  

The County Department of Public Works has jurisdiction over the
contract.  Presumably, the County previously adopted a budget placing
funds in the budget for the road and sidewalk improvements.

An RFP went out and DPW selected the lowest bidder for each of three
phases of the work.  We do not have a copy of the signed contracts.  

Does anyone know whether DPW has authority to sign contracts after bids
are opened, or whether the County Executive, County Clerk, County
Attorney or anyone else must review the contract before it may be signed
(and whether someone from DPW signs the contract or that task falls to
someone outside of DPW)?
