[Fredslist] Accident Defense counsel/ guidance needed

A neighbor called about a car accident around to years ago.  

It appears my neighbor considered it a minor fender-bender with damage only to the neighbor's vehicle and nothing showing on the other car.

 As a result, though an exchange of information occurred, no police response and apparently no call to at least the neighbor's insurance company.

No the other party sues the neighbor.

Does not "no fault" insurance still apply even though the incident apparently did not get reported?

Anyone to whom I can refer the neighbor for guidance.
