[Fredslist] contact needed at NYS Education Dept.

Hi All ~  
 
I'd like to speak with a live person in the area of Special Education at 
the NYS  Education Department (NYSED) in Albany preferably, or NYC.  I've  
gotten various numbers for NYSED/Albany from its site (via  google), but they 
are all recordings with no related options and no way to speak  to a human.
