[Fredslist] Web developer Scam

Gotham,

I have a client that hired a freelance web developer and after he paid several thousands of dollars, the person disappeared and the phone number does not work and etc......the Person is believed to have been overseas.  Anyone have any recommendations of how he can pursue getting his money back?
