The situation described is, in addition to an ethical violation, a
violation of The New York State Official Compilations of Codes, Rues and
Regulations which specify:
"Any change in such rates (referring to rates specified in the original
Retainer Agreement) shall be incorporated into a written agreement
constituting an amendment to the original statement, which must be signed buy the
client before it may take effect."

Has anyone ever heard of an attorney raising fees in the middle of a case?
This happened to a client and they weren't notified until they received
the bill and saw the different charges. It seems unethical to me.
