Housing Provider Survey

The Fortune Society's David Rothenberg Center for Public Policy is conducting a survey on the impact of HUD regulations and enforcement on access to supportive housing for individuals with criminal records.

HUD policy disallows individuals that have been in an institution, including prison or jail from receiving HUD supported homelessness assistance upon release.  These changes frustrate reentry efforts for many people who are in dire need of a stable place to lay their heads while they reconnect to communities.

WE NEED YOUR HELP!

The survey is designed for housing providers, corrections officials and other service providers that have insight on these issues. Please help us by taking a few moments to complete this Housing Provider Survey so that we can build a better case to advocate on this urgent situation.

Good morning, Corey:

There are new and exciting employment opportunities at The Fortune Society this month.  As one of the nation’s preeminent reentry service organizations, our mission is to provide formerly incarcerated people with the skills needed to break the cycle of crime and incarceration so that they may build productive lives in their communities.  To do so, Fortune is looking to fill a number of positions, including the positions of Senior Director of Employment Services and Senior Director of Training and Technical Assistance. 
 
With the help of the Senior Director of Employment Services, Fortune’s vast experience in the criminal justice field will be used and built upon and enhance our existing employment service programs.  We seek to improve Fortune’s ability to meet the needs of job-seekers with criminal backgrounds, as well as put the organization in place as a leader in the field of workforce development. 
 
Similarly, the Senior Director of Training and Technical Assistance, working out of the David Rothenberg Center for Public Policy, will be in a position to directly advocate for people with criminal histories.  In particular, the Senior Director of Training and Technical Assistance will spend a considerable amount of time over the next few years providing culturally competent training and support to healthcare providers to improve healthcare outcomes for HIV+/high risk people who are criminal justice involved.

New Life for Old Jail

New Directive to Field of Compliance Officers of all the Nation’s Government Contractors Regarding Employment Rights of People with Criminal Records 
 
U.S. Department Of Labor Office of Federal Contract Compliance Programs has released a new Directive for complying with nondiscrimination provisions: criminal record restrictions and discrimination based on race and national origin. The new guidelines are meant to keep contractors mindful of federal antidiscrimination laws if they choose to rely on job applicants' criminal history records for purposes of employment decisions.

Attorney General Eric T. Schneiderman Helps Secure Access to Employment Opportunities For Taxi Driver Applicants In Oswego
 
Attorney General Eric T. Schneiderman announced an agreement with the City of Oswego to modify a local law that prohibited individuals with felony convictions from obtaining taxi licenses, without first considering several factors required by state law.
 
Adopted on September 24, 2012, Local Law No. 2 prohibited any individual from obtaining a taxicab license in the City of Oswego if he or she had been convicted of a felony in the past ten years, among other things. The ordinance conflicted with state laws. The Attorney General's Office worked with the City of Oswego to reverse Local Law No.2, which the Oswego Common Council did by a unanimous vote late Monday, bringing the City back into compliance with state law.

State Bar Association Calls For Restrictions On Use Of Long-Term Solitary Confinement
 
Citing strong evidence that demonstrates long-term negative impacts of housing inmates in solitary confinement, the New York State Bar Association has called for significant cutbacks in the use of long-term inmate isolation and new protocols for separating violent and nonviolent prisoners.
 
The Association’s House of Delegates approved a new report on solitary confinement, prepared by the Committee on Civil Rights, at its January 25 meeting in New York City.

NYS Department of Health AIDS Institute HIV Education & Training Programs has created a website with useful training videos for non-physician health and human services providers who offer HIV, STI and viral hepatitis prevention, testing, care, and support services. All trainings are free of charge and funded by the New York State Department of Health AIDS Institute.
