[Fredslist] Help with my hotmail account that has been taken over by someone overseas

About 3 days ago I go some Failed Delivery Status Notifications from places
I knew I never sent an email to.  The next day i got about 50 or 70 of them.
 They are coming with more often sent at the same time.  For example
hundreds must have been sent last night at 4 am and now several hundred have
been sent about 4:05 PM.  They are taking over that Hotmail account.  Who
knows what they are sending out with my name.

Cannot find a way to contact Hotmail. Anyone have any suggestions?  This
account is pretty important to me.
