It's a debt, not a crime. It's a civil debt to the city of NY. You can have
$$ garnished but only get arrested if you take a swing at a parking agent.

Can a person be arrested in New York State for unpaid parking tickets?
Especially if the car and registration is no longer valid (has been
relegated to the scrapyard) and the Driver registered to that vehicle no
longer owns that car or lives at the address for where the ticket and
license was issued...

 

Any help would be greatly appreciated...
