[Fredslist] Consultant sought familiar with Federal healthcare research contracting process

Greetings!  I am hoping to find someone experienced working with contract
bids for NCI and other Federal healthcare-related projects.  It would be
excellent if they understand the bidding process and some of its
technicalities, and have familiarity with the internal Contract Managers in
order to engage them in dialogue during a bid process.
 
Anyone come to mind?  There is some rewarding work available for the right
person.
