[Fredslist] Legality of rescinding scholarships

Gothamites,

   A friend came to the US on an H1-B visa.

   His daughter (H1-B2 visa) got an academic scholarship to SUNY Farmingdale.

   Because she does not have a SSN, SUNY revoked her scholarship.

   What recourse, if any, does this brilliant kid have?
