[Fredslist] Building Violations - assistance needed

Gotham - - a client has received two violations in  different buildings one 
is for loose mortar with a hearing date of May 21 -  repairs are underway but 
won't be completed  
The other is for a house that the inspector said has  a missing water meter - 
the meter isn't missing, the house hasn't been occupied  for years and so it 
was shut off  
I have no experience in dealing with these issues - if you do I could  use a 
quick consult
