[Fredslist] NYC Corp Counsel Contact Needed

A friend represents a not-for-profit client that is trying to close a deal  
with the City.  The Client signed all the documents which had been drafted  and 
prepared by the City, only to be told months after submitting the document  
that no funds would be issued under the contract package until the Corporate  
Counsel's office prepared an additional contract related to the funding.
 
That was months ago.  The client needs assistance in getting the  office to 
release the new contract document so that it can be reacted to (or  just 
release the funds under the existing contract structure)
 
Does anyone have a contact at the Corp Counsel's office who can help  
expedite the issue? (let alone resolve it)
