  Thank you all for responses.  I also called Hertz whose international dept. looked up the official word on this.  
  
  The answer is that it is not required, but 'advised' in the event one gets stopped or involved in a traffic incident and there's any problem interpreting the American DL.  The IDL or really IDP (int'l driver's permit) interprets your American license into a number of different languages and shows your photo.  You carry both, of course. 
  
 Tho I had difficulty locating a AAA office online or in tel book myself, Preeti Priya kindly gave me a most convenient location on the UWS, 1881 Broadway at W. 62nd St, 212-468-2600, and it was all done in about 20 min and under $20 including the photo (same requirements as for passport).  I left the office with my IDP in hand; it is valid 1 year, you give the starting date.    Also Bari Zahn reminded me there's an airline satellite office on southeast corner of  42nd and Park right next to Grand Central where they are issued,they are $35 there, also valid 1 year, but you must go back the next day to pick it up.  
  
 Online (possibly Google) I found some services mostly way out in Brooklyn where you can go or do online also about $35 (one was $25), some are valid for 10 years.  But you want to allow a few days to get it in the mail.    
  
  Finally, Scott Bloom had his travel agent reply to me directly also recommending the IDP, as well as getting a GPS system in the rental car to help avoid getting lost, and purchasing car insurance with the rental because even if your own insurer covers you she says if there's any incident there's likely to be follow up calls to Europe which gets to be a hassle.  She is: Margriet Itz, Protravel International, 10 East 53rd Street, New York, NY 10022, 212-702-2666, email:  <mailto:margriet at protravelinc.com> margriet at protravelinc.com
